three-phase business planning model:
Phase 1 - Business Analysis, Gap Analysis, and
Strategy Development

vision, mission, values, and goals
Define the business's market in terms of its constituencies
Develop market critical success factors (CSFs) and identify market
threats and opportunities
Assess the business's current status in terms of profitability,
people, plans, and processes
Define business performance strengths and weaknesses (gaps) relative
to market CSFs
Identify strategies to close gaps
Establish prioritization criteria for rank ordering proposed actions
Phase 2 - Action Planning and
Prioritization
Develop and review action plans that are designed to
close identified gaps (scope, schedule, level of effort,
responsibility, and precedence)
Prioritize action plans using controlled opinion feedback and
decision analysis tools
Phase 3 - Integration,
